The real question is how effective the laws are. If they're enacted due to public outcry, the gains are at best short term, and a sense of buyer's remorse can take over in the long run.

So...I can kind of understand the OP's confusion. I'd recommend getting society to be angry but set taking action aside until we've all calmed down. The biggest obstacle to that is the evolution of the news cycle, so expiration dates form on outrage over a particular story. It's a form of hell, really.
