They're probably asking because the evil master plan in CATWS is a rather unsubtle allegory for the American government's policies concerning combat drones and the NSA in recent years.

Actually, it's based on storylines/concepts from the comics which really predate the drone and NSA controversies.

The Winter Soldier himself, sure, but the algorythm+helicarrier plan? That would be news to me. (Not that I don't believe something like it might be in the comics somewhere, just that my knowledge of comics canon is really limited, and it's such a huge and ancient medium I'm sure eveything's been done at least once.) But either way, it's not like the relevance to current affairs is a coincidence. The powers that be have said it themselves, it's a deliberate commentary. (I know how annoying it is to withhold source after a claim like that, but I honestly don't know where my link to that interview went.)

Aanyway, the question of the hour was "why would you say that, thread-OP?", so. *shrug* That was my best bet.

My knowledge of comics canon is, when it comes to Captain America, pretty comprehensive.

To clarify: the specific plan of unmanned-systems-targeting-potential-threats is not really from the comics, and does work as a metaphor for the unchecked U.S. "national security" apparatus that's been going increasingly crazy since 2001 if not before.

However, the fundamental structure of the story, i.e. Captain America discovering that the very government/authority that he's loyal to is corrupt, and having to fight to oppose his allies and preserve principle over power, is one of Cap's fundamental stories, having happened again and again in various guises over the decades.

And yes, the original Secret Empire storyline was, quite distinctly and explicitly, a metaphor for Watergate and the profound sense of loss and betrayal that it created in many Americans.
