unfortunately I can't really do that without the utilities for everyone being cut off, etc. Even my damn groceries-- I try to buy myself something like soda and store it in my room, but he will drink it while I'm at work. And I can scream until I'm blue in the face and nothing changes, and my mom tells me she'll buy more but 1) she can't afford frivolous shit and 2) that's not the point!!!

I know you said elsewhere in the thread that your mom is doing her best, and maybe she is, but...this is really, really bad enabling behavior. :/ He's still being taught that it's ok for him to just take other peoples' stuff. She's trying to cover for him when she cannot do it and leaving you in the lurch. It's shitty, regardless of intentions.

I hope you can get out of that environment soon.

To be perfectly honest? Let the utilities go down. I know this from experience. My dad did some shit long ago that landed us in a heap of debt. One year, we ended up so broke we had no utilities except running water for a month or so. It was terrible. It was cold. I have NEVER seen my dad work his ass off so hard before to get the utilities back.

Something like that may get your parents thinking and get your bother off his ass.
