Not overreacting at all. He does not have room to be happily unemployed when everyone else in his family is struggling.

Make your brother an ultimatum: if he doesn't look for work NOW, you don't pay anything for him.

Also, get a lock for your bedroom door to keep him from stealing your food/money/belongings.

And if I were you, I'd look into getting a savings account or a way to manage your money so that it's safe in the bank.
