I understand what the secret maker is getting at though. There was a moment, right before her death, where Kate says to Blood, "no, you don't understand, I've never seen anything like this before." As if she would have had some special experience in which she had seen weird things. Couple that with the writers having said something about there having been vigilantes in Starling City's past, and I thought they were building up to Kate having been Manhunter in the past, and then turning that role over to Laurel. As it turned out I was giving the writers too much credit. :(
