Nope! Coming from a place with relatively high proportion of natural blondes I can say it's totally possible to be natural blonde with natural dark eyebrows (like my mother, for example), and it's not even very uncommon.

But many natural blondes have dark eyebrows. It seems to be quite common, actually.
