There are cyberpunk movies. Blade Runner is the most well-known one (for very good reasons, it is kickass, and actually came out before Neuromancer was published IIRC). There's also stuff like Johnny Mnemonic which is unquestionably cyberpunk and really entertaining, and a lot of dystopian SF movies that could be classed as cyberpunk if you wanted to but that aren't explicitly cyberpunk like Brazil for example, and then a crapload of anime that's cyberpunk, most notably Ghost In The Shell.
Man Johnny Mnemonic is so fun. "WHAT CAUSES IT? THIS CAUSES IT! THIS CAUSES IT! THIS CAUSES IT! INFORMATION OVERLOAD! TECHNOLOGICAL FUCKING CIVILIZATION!"

They're actually both kind of hard to define because they're both really visually oriented genres. But basically, if it has computers and digital stuff, it's probably cyberpunk; if it has gears and analog stuff and is from the Victorian era, it's probably steampunk.

I'd probably say it was definitely cyberpunk if the color palette was darker.
