It's like if someone tries to break into my house with the express intent to steal, but doesn't manage to steal anything. The person is still a burglar, nothing changes that, but it'd be kind of disingenuous for me to say "I got stolen from," or "I'm a victim of theft."
Was that guy a harasser, well yes, but I'd feel weird saying "I'm a victim of harassment" because he didn't really succeed at what he tried to do. That isn't meant to, and doesn't, excuse his actions, though.
If people ARE trying and succeeding at offending your sister, that's a different thing, yeah.

(Anonymous) 2014-06-07 09:11 am (UTC)(link)They're (the site?) talking about people who don't feel safe or can't make it through a city after work or before work without someone invading their personal space (as in going right up in your face or purposely walking too close or touching you), making them feel threatened or reducing them to a sexual slur or belittling them on a regular basis. It's really aggravating especially if you're having a crappy day to begin with.
I get this kind of stuff every few weeks if I leave the safety of my bus stop for too long or end up on the yucky side of town, so I think I fall under the category of women who get harassed.
