Those are two different concepts, it seems. I'd totally be down for creating a show with a ton of possible wankbait, but I wouldn't consider that trolling the fandom.

Two sexy white guys being all over each other, the crew and the actors denying the possibility at any opportunity. Then the guys start making out, the fans are ecstatic; the guys promptly go "eww, homosexuality, I would NEVER", it turns out that aliens made them do it, and they marry bland female characters and spend the rest of their lives apart.

The wank would be mind-boggling. Worse than Sherlock. Worse than anything. That would probably be one of these rare cases in which the people crying queerbaiting would be correct.

Also, all female characters are awesome at first but then get horribly screwed up (being incapable of acting without the male characters' help, whining, bitching, being dumb).

Basically, the hijacking of promising characters is what you're looking for.

Don't forget the assortment of stereotypical minority characters who always defer to the two sexy white guys, get only enough development to disappoint the fans when it never goes anywhere, and randomly get killed, only to be replaced a few episodes later by a nearly-identical stereotypical minority character.

Oh, and kill off one of the bland white wives at some point to motivate one of the guys to seek REVENGE. While still not hooking up with the other dude. Ever.

Also, I'd get Moffat, Whedon, Ross-Leming and Buckner, Chuck Lorre, and M. Night on my creative team and cast Charlie Sheen, Justin Bieber, Kristen Stewart and Megan Fox in prominent roles. Soundtrack by Robin Thicke.

I'd probably go for a combination of Orange is the New Black and Teen Wolf. Put two male character in the same frame. That starts wank. Have a female character in relationships with multiple genders while the show goes to ridiculous lengths to avoid the b-word.

Write a book series. Create close, subtext-y friendship between two characters, something that could blossom into romance. Add all the things fandom loves in a relationship. One character will be a conventionally attractive male. Give the other character a unisex name and avoid using anything to indicate their gender, be purposefully vague about their looks. In the final book, reveal character is actually an alien squid and has been all along.
