The problem with that line of reasoning is that those rulebooks by definition add list of canned options, like "paladin" or "vampire" from which you're forced to choose, as well.

Having to choose a character class is far and away different from having to choose one of three specific responses in conversation, or one of two methods to complete a quest.

Lol, if you think your GM has an infinite number of responses ready for any given NPC, and will let you finish a quest any way you want to, I'm sad to be the one to tell you that you've been living a lie.

When I DMed, i never had any responses ready for any NPCs. All I had were rough ideas of their wants/ motivations/ information/characterization and maybe a few prepped lines of dialogue if they were the ones starting the conversation. Beyond that everything was basically improvisation.
