I was with you until Noragami, but .... what? Hiyori became a plot device. She was the absolutely stereotyped "sweet girl" who did nothing but be sweet and this was super meaningful to all the male characters who actually did shit.
Hell, we didn't even see how she dealt with the constant sleep attacks, nothing with her family, her friends....
Noragami had an entertaining concept, but it is EMINENTLY standard.

I agree. I really loved Noragami, though I can't say exactly why. I think Yato was just so entertaining, and the concept was really fun. I also really liked Yukine. I didn't dislike Hiyori at all (and I expected to at every turn) but she just didn't do anything. I liked how she acted around Yukine (big sister) and I liked her rapport with Yato. But she just didn't do anything, and had to be "saved" at the end. She was falsely portrayed as a protagonist, but she didn't amount to much.

I still found her personality likeable though. Could've done without the 15-year-old-girl fanservice but she was sweet and funny.

I guess the anime cut off early in the manga, which I haven't read, so maybe Hiyori gets more agency later.

She doesn't, not really. If you want new-ish shoujo with a more active female protagonist, try Kamisama Hajimemashita (Kamisama Kiss as an anime). Nanami actually gets to do stuff.
