A neuroscience degree is years of biochemistry, genetics, biology, neurobiology, and sometimes even molecular biology. The science behind vaccines is actually fairly basic stuff, something more than acceptable to explain to a layperson. I encountered it first in intro to biology, the most basic of freshmen courses, and then in more detail in molecular biology. There's no way she didn't get dragged through extensively detailed research about vaccines in the pursuit of that particular doctorate.
