Not really that much of a surprise. The 2003 invasion basically turned the place into a free-for-all; it was all coalition forces and later home-grown security forces could do to keep order. Now that we've pulled out this was just a matter of time. It's obvious we didn't do the job right (thank you Don Rumsfeld) because there's been reports of fugitive Saddam supporters running with this.

I mean, we didn't even finish the job we traded on 9/11 sympathy for and now look what fucking happened.

It's even less of a surprise than all that. People said when the insurgency ended last time that we were just kicking problems down the road. Turns out they were right and we're seeing the country splinter along ethnic lines in precisely the same way it did then, except they've developed more military capacities and are closer to having standing armies, and there's no American forces to fight against, so it's a straight-up civil war.
