That's not true at all.

They were owned and ridden for centuries. Daenerys' ancestors conquered Westeros with three dragons, and their descendants had more after them.

A civil war pitted dragon against dragon, but it's understood that they were wiped out because one family member (Aegon III Targaryen), distraught over seeing his mother fed to his uncle's dragon during said war, sought to wipe them out. He had a dragon of his own, once. And he tried to hatch eggs after that, too, apparently regretting his actions.

It's worth noting that the maesters of the citadel are also believed to be responsible for the decline of dragons.
