While he doesn't intend for certain things to happen, he does get in trouble a lot. And when he's caught/found out, the rules frequently get bent for him.

Which is probably where at least Snape gets his negative perception. I can only assume that people like Dumbledore mean Harry acts like his post-Hogwarts, slightly-more-mature!dad.
