It wasn't front and center but for Nani, Lilo came before David every time.

It's not the same. Nani's love-life isn't something most young children are going to be concerned about; Nani is not the audience surrogate character, Lilo is. Big sister/brother characters tend to be seen as just that, and when was the last time a young sibling got to really care about their big sister's romantic interests? If Nani and Lilo's relationship was plot B (and it was), Nani and David's relationship was plot L.

It's not an ensemble cast movie. Lilo and Stitch are the sole protagonists.
