Why shouldn't cats kill small animals? I get the concern if we're talking, like, endangered species, but rodents, snakes, birds? That's pest control in most cases.

Outdoor cats can do quite a bit more damage beyond mere pest control, depending on location and how many of them there are. In a big city, it's one thing, but in other places, they can drove local species of birds and other mammals to extinction. This article goes into more detail.

Because you are introducing a non-native predator to an ecosystem and throwing it out of balance. Introducing any non-native species messes up a local ecosystem, but predators are especially bad because the native species have not evolved or adapted to be able to deal with their presence.

It's like suddenly dumping a wolf into an area that has never had wolves before. It will do serious damage to the populations of the prey animals in that area.
