Outrageous statements with no basis in canon can be a form of bashing, but sometimes bashing can creep into that gray area of an opinion.

I don't mind if there's something that happened in canon and makes Character X a jerk for a while. I don't mind if people get mad at Character X and hate him for that during that time. Fuck him, he deserves it.

What irritates me is when they blow it WAY out of proportion and/or act like his jerkiness went on for far longer than it did. That to me is a form of character bashing. Yes, it can be a matter of interpretation. But hating on X for, oh, say, sleeping with Y's best friend Z (while he was going with Y) at the beginning of the story, and ignoring the fact that X realized how wrong it was and never did it again, defining him as "the cheater" when he later proved himself honorable and a good person is kind of stupid to me.

Now if someone wrote a fic where X turned back into a scummy cheater, it would depend. Is there a GOOD reason for the cheating? Or is this fic author's chance to giddily smear poop all over X's name again because they hate him?
