I think their logic is that dogs might hurt someone, but cats are harmless - they don't think about the harm that could come to the cat. It's the reason why I have never seen a stray dog in my life because the city cracked down them hardcore a couple of decades ago, but stray cats are everywhere. Who cares what happens to them? Ugh.

Yeah, there are so many things that could happen to a cat and you would never even know. Hit by a car, attacked/eaten by a predator, trapped in someone's garage, taken to the animal shelter because someone thought it was a stray...
