But consider that for some, dollops of naked can get boring; for them, clothes that are so low/open that you ALMOST see something can be far more titillating.

Tangential, but this reminds me of the best-phrased explanation I've seen for why pinups wear jewelry and heels. A painting of a naked woman is just a woman with no clothes on. It might even be Art. But if she's naked and wearing a string of pearls or a pair of stilettos, she's naked on purpose and she wants you to notice.
