No, the artist here is Bruce Timm, who among other accomplishments was the lead character designer for Batman: the Animated Series. And the writer here is Paul Dini, who was lead writer for the series. The two of them were massively responsible for its success, and were the original creators of Harley Quinn.

Yes, Harley's creators wrote and drew an official DC comic in which she appears naked shampooing Poison Ivy -- and it was filled with femslashy subtext even beyond that.
