Character development was not Naoko's strong suit, especially towards the end when she just kept adding more characters but didn't spend much time on them.

I always thought Cosmos was Usagi but that's just me.

She has the same problem as Kubo. She just kept adding characters and didn't do much with them.

I always thought Cosmos was ChibiChibi.

She was, but she also mentioned coming from the future where all the people she cared about, presumably the other Sailor Senshi that we know, her daughter, and King Endymion had been killed. Which makes me think Chibi Chibi was Sailor Cosmos who is a future Sailor Moon. Then there's the whole thing about how Eternal Sailor Moon is the real Cosmos and that Cosmos felt that she didn't deserve the title and blah blah. Yeah.

So as far as I'm concerned, given what was told in the manga, she's future Sailor Moon. But everyone will think different due to the vagueness.

I just remember an interview where she said the origin of Cosmos was supposed to be hidden even from her. I don't see the point in that, you're the creator!
