I read their romance in the manga as Seiya just reminding Usagi of Mamoru and Usagi of Kakyuu, but it has been a long time since I read it.

Yeah, Seiya was never a serious competitor for Usagi's heart in either version (nor was anybody else, either). It's a little more debatable how much Seiya was pursuing Usagi because she was reminiscent of Kakyuu, or for her own sake. I'm just trying to say that it's really different from something like Kunzite/Zoicite, where the romantic tension in the anime is invented from the ground up. (I don't remember if Kunzite and Zoicite even speak in the manga.)
