We don't have a great timeline for the MCU, but based on the filmbuff timeline: Iron Man 2 (and Rhodey getting the suit) was supposed to be in 2010 (based on the Grand Prix in that movie) while Captain America 2 is supposed to be set in 2014. That's less than four years for them to design the wings, create them, issue them to pilots, and have Sam Wilson return from a tour as a Pararescueman. It's not impossible, but that's a really narrow window for something that would have been not even an idea in Iron Man 1. Even with a working Iron Man suit, it seems really unlikely.

It's only a narrow window if they hadn't already been working on something similar - not in the field but in R&D. It's a pretty solid idea. Then the difficulty they had tracking a person-sized flyer in IM1 gave the project steam, IM2 ironed out the last of the engine issues then Falcon could have been in the air almost immediately after that.
