It had a very defined set of circumstances, character roles and end goals, all taking place within Storybrooke. The one 'outside' character who showed up besides Emma was a big deal (August) because the entire plot revolved around the curse and the limits it set on people. That allowed for the writing/plot/characterisation to be very tight. S2 and S3, by contrast, have to keep creating plot by drawing outside elements into the established situation, which was probably necessary for any forward momentum/continuation of the show, but it also left a lot of plots feeling loose and slapdash compared to the relative tautness of S1. I think the writers a lot of the time just weren't completely sure what they were meant to be doing with characters/plots after the curse broke.

Oh yes, I got to agree that Cora was awesome in season 2 and would have made for a good season 2 main villain. IMO, she was the highlight of that season for me.
It just got downhill too fast with seasons 2 and 3. Season 3 in particular due to the fact that there was the slit season thing (Neverland dragged too long) and the "Wonderland" spin-off on top of that, but that's just my theory.
