Ask them why they don't?
It might be that they just don't want to risk "ruining" your fic, or upsetting you/ruining their friendship with you (which is the reason I don't beta anymore - I had a bad experience with someone who didn't like the way I beta'd their fic, and I'm not eager to repeat that).
My suggestion? Next time you need a fic beta'd, ask them if they know anyone else who betas in a similar way that you do. If anyone gets upset at the prospect of you looking elsewhere, just say that you appreciate their help in the past (even if you don't), but that their betaing style is just not what you need from someone looking over your fic.
Maybe look for other ways they can reciprocate - i.e. instead of a general beta, ask for specific things from specific friends (i.e. if you notice that one friend whose fanfic you edit never seems to have spelling errors, ask them to look over your fic specifically for spelling errors, while asking someone else to check for continuity errors). Or, see if there's something else they can to to reciprocate (maybe someone is good with photoshop and can make a banner for your fic, or maybe someone has a lot more friends/followers on their blog or account and can 'bump' your fic, etc. The other thing is that, instead of asking for their help after you write a fic, maybe ask for help during the writing - if they are the kind to respond with a few helpful sentences, then utilize their help from that angle. Bounce ideas off of them, ask them to look over individual scenes as you write them instead of whole fics at once, that sort of thing.
