Doctor Who wank is hilarious because like it is pretty much about the same like 10 things, just slightly remixed.

Timelord/human sex can't be fully consensual. The primary pleasurable function of Timelord sex is the literal "mind fuck" aspect (at least according to fandom). Humans can't reciprocate on that front because they literally lack the mental faculties to participate.

There's also the issue of age difference. When you have a being over 2000 years old, any human being (even over the age of consent in human terms) is going to be like a child in comparison. I don't want to use this comparison but it's the easiest to reach for: It's the same reason people call Edward Cullen a creepy old man for hooking up with Bella Swan.

And yeah, it is a bit like bestiality. The power dynamics between Timelord/human is way swung over on the Timelord's side. He has an innate understanding of time in 10 dimensions and you can't remember what you ate for lunch. He can't explain to you the full details and implications of what he knows and what he's doing because you literally don't have the frame of reference to understand it. It's the same god/mortal dynamic that weirds people out about Superman/Lois Lane.

Unfortunately, it seems a lot of the newer fans aren't up that bit of apocrypha.

I mean I'll admit I haven't read Lungbarrow myself, but when I got into DW fandom on LJ in 2007-8 it was really easy to become more acquainted with the prominent pieces of quasi-canon like that. It just came up in conversation. There are many tumblrites who don't even know about the awesomeness that is the Shalka Doctor.
