Wow. Maybe they meant that the population was small for a country of that size? That would make a bit more sense. Thats what I'm going to choose to believe, anyway.

Probably, OR they were thinking of the territories versus the actual provinces. Which still doesn't make perfect sense, but okay.

I'd bet money on population being what anyone calling Canada "small" is talking about. :/
