"Hispanic" means you come from a Spanish-speaking culture.

You can be pretty much any color or ethnic background. Some Peruvians are descended from a mix of Japanese, Quechua, and non-Spaniard European. Urban Colombians are often a mix of so many different "races" they look like none of them in particular. Argentines are usually white, and their ancestors could be from pretty much any part of Europe. Cubans and Dominicans can be as dark as someone from the Gambia. They're all "Hispanic."

The whole racial separation thing is for wacky cultures like Anglo-Americans. Then they meet someone from a Spanish-speaking country that never had anti-miscegenation laws, they don't know what to make of them, so they call them "Hispanic."

Yeah, WASP-Americans define ethnicity by accent. Any funny accent, gets you dumped in the inferior peoples category. That is just a stupid way for a nation to act to anyone who isn't Irish.
