tbh, it's because fanartists got fed up with requests and started charging (dA probably had a hand in its prevalence with their awful point system, honestly) and fanficcers never really made a huge push for it. time sunk cost for fanart versus fanfic was probably another factor.

Yeah, if you're doing traditional art, you have to factor in that supplies cost money, and that good supplies cost a considerable amount because you pay for quality in terms of art supplies. Cheap markers or colored pencils simply aren't as good as things like Prismacolors or Copics, and good-quality sketchbooks aren't cheap either.

Fanficcers live in a mild fear of getting cease and desist orders sent to them by the owners a lot more than fanartists do.
