That's Lazard, a character introduced in Crisis Core. He's supposed to be the supervisor of SOLDIER, pretty much just a desk jockey who (without being too spoilery) has a few issues with family relationships.

... Ooooh. Desk jockeys are ~~totally my type~~ often much hidden win, in my experience. ♥

......... I need to jack me a copy of FFVII one of these days. :/
