- turn on "anti-aliasing"
- view the icon actual size before unploading
- try out various fonts, and be mindful of the background when chosing the font color (the more contrast the better, usually)
- be as brief as you can

Other than that, don't know about other programs, but photoshop has a built anti-aliasing for its fonts. It's what allows you to put in really small text and have it not look all jagged. Although briefer is still better, even with that.
Also, if saving as a .jpg, make sure the compression isn't set low, otherwise icons will look really blurry/artifact'ed. PNG is usually a safe bet.
