I know the LAPD can get a little crazy, but I'd be hard pushed to find the last time they were such assholes an officer bit someones hand off.

Well, she didn't bite anything off, but that appears to be more a case of insufficient jaw strength. LAPD do train their dogs to be extra aggressive towards black people too.

You mean individual LAPD officers who are racist may influence their dogs that way as well.

Sure, individuals do it in the context of the racist institutional culture, but sure whatever.
