The FAQ on the Yuletide archive is still pretty good, iirc.

Not a mod, but I've done YT on and off since 2005, so I'll take a stab: If absolutely no one offered ANY of the fandoms you requested, the mods will most likely first try sending out your requests as a pinch hit, or they'll contact you to see if you might want to change any on your requested to something that was offered.

(A pro tip here is that there's a signup summary active during the signup period. It's updated pretty dynamically, so you'll actually be able to see if anyone has offered anything you requested. (There's certainly no guarantee you'll match on that, though, but it's probable.)
