It is strictly on AO3.

It operates like many ficathons.

for example, you offer to write

Anne of Green Gables
Jirel of Jorey
The Haunting of Hill House and
The Poisonwood Bible

and you request fic for

Jirel of Jorey
Deadwood
Arthurian legends and
Bound.

Then you are matched with someone who offered to write what you want to read and someone else who wants to read what you offered to write. you can offer and request the same things or completely different things.

Does that help?

What I usually do is scour the eligible fandom list for movies or books I can write for and make offers that way. I have had the good fortune of writing for some fandoms that were still small but very popular like Die Hard or Dr. Horrible right after that came out. But last year I decided to only offer truly small fandoms and that way was fun too.
