I kinda agree. I'll read WIP once it hits the 30k words mark, or three chapters, but not before. I would never read a TBC work with only a single chapter or under 30k words. Chances are there isn't enough story to bother with, and the author will get bored after the initial setup. That is for genfic, for any concept work, or crossover, I would wait for completion.
