Start eating and everyone else will join in.

Depending on the situation, you can casually mention to whomever you're talking to "Sorry, but I'm starving and need to dig into this," or you could ask the host/hostess if they need any more help setting up the food as a way to provoke a response as to whether you may start eating. If there is a set schedule posted anywhere, see if there is a block set aside for refreshments or a "social/cocktail hour" - assume that the latter means you can go ahead and eat whenever.
