All three are awesome characters, but Carol's the one that really is a 'legacy' character for the original Captain Marvel, so it makes the most sense that she'd have the name. Monica and Phylla are still badass, regardless of codename.

That being said, I think more than anything it's the writing of her solo title that's made her such an icon among fans. Also that she's brought so many NEW fans into comics.
