Comparing a review quota to a situation where people are being paid doesn't really hold up. Expecting income and interest in order to pursue a piece of work is reasonable. Expecting interest to hold up to complete a WIP is reasonable. But setting a review quota and refusing to update, despite promises and communication with your fans, unless you get X number of reviews, is kinda douchey. And yes, that's my opinion, and no, nobody made me the Authority on Good Behavior, so you can take it for what it's worth.
