Many fans don't write that way because it looks stupid. For instance, in WoW RP/fanfic they don't write everything the trolls say with a Jamaican accent. Eventually it just becomes annoying to look at someone going, AY MON, HOW YOU DOIN'?

The same with Southern accents. People don't write all the letter drops that people use because it just reads awkwardly. Even with a good writer (read a Mark Twain novel), it can be extremely distracting.

To see just how annoying it is, look no further than Claremont's take on Cajun and southern accents in X-Men. I always liked Rogue, but it was in spite of her speech bubbles.

You can totally get the feel of an accent without writing phonetically, though. The sentence construction and word choices will be different. Add in a few unique spellings/drops and people will end up reading it in the right voice.

(The last two fics I wrote had, respectively, Southern Black and Scottish accents, and in both cases I was stressing a bit over the dialogue to maintain the characters' voices while avoiding making them sound like stereotypes.)

There are ways to evoke the characters without resorting to dropping letters or writing out accents. One could structure their sentences differently, or use appropriate vocabulary for that character.

Dialects aren't just accents. You can spell every word the way it's spelled in the dictionary, but the grammar and word use would still need to be different.

You can write dialects/accents without phonetic spelling, which I agree is hideous. But there are vocabulary distinctions that go along with a lot of regional variations, and without a voice to hear, that's what defines a character voice.
