The most evil character ever

I just finished reading the LP of Dangan Ronpa, and it occurred to me about halfway through that I don't think I've ever seen a character more evil than Monokuma. There were at least three points where I thought "okay, he can't possibly get any more evil than this," and he topped all of them.

I'm not just talking about degree of atrocities, though that can certainly be a factor. Monokuma exists to make other people suffer, does so brilliantly and without restraint, never passes up a chance to twist the knife, and has no redeeming characteristics at all. I've seen characters who did far worse things (like Dellyn Goblinslayer in Goblins: Life Through Their Eyes), but Monokuma manages to feel personal and large-scale at the same time, hurting people in specific and personalized ways, but doing so to anyone and everyone he can.

Who do you think is the most evil character you've seen or read about? What makes you choose that character?

The only person I can think of is Amon Goeth. But he was real.

Uhhhhhh. I asked my family.

One said Kathy Bates from Misery.

Another said the demon from The Exorcist.

The last she has just watched a movie and it had someone she thought was really evil but she could not remember who.

O'Brien from 1984.

Now that I think about it, O'Brien and Monokuma are basically the same villain. The only difference is what they stand for--Monokuma wants a world of hopeless anarchy, whereas O'Brien wants a world of hopeless tyranny.

Spoilers for Las Exile

Delphine Eraclea, she has her parents murdered, becomes pretty much ruler of the entire world she lives around the same time. When she somehow discovers an attempt to make peace between the two waring nations on the colonization satellite the story takes place on, she personally interferes almost literally knocking the two vanships(small airplane like flying vehicles) carrying the peace proposals out of the sky with the banner things on her big ass air ship. Killing the fathers of the two main character's, and the fiance of a third important character. While all this is going on she just watches the entire thing smiling while holding a bouquet of roses for some reason. She is 14 years old during all of this by the way. all of this happens about 10 years before the series starts.

When it comes to her little brother Dio. It gets so much worse. She has severely creepy and wrong feelings for him. In translations of the series novelization, it states outright she wants to fuck him, and "start a new line of rulers descended from pure Eraclea blood. This is after she has essentially destroyed Dio's mind, and sent him into a death match. Fun, fun.

Then she kills Lucciola Dio's servant and the person Dio considers his first, possibly best friend, after Lucciola helps Boring Generic Nice Guy Main Character, Adorable Little Miss MacGuffin, and Brain scrambled Dio escape from her, kills his own older brother(who was pretty much her right hand servant dude) in another fight to the death. None of that is the reason she kills him though, Delphine kills him(by somehow dissolving his body with a ring) because when she asks him what he is to Dio, Lucciola admits he considers himself Dio's friend. That is literately "word of god" the reason she kills him.
Oh, and while all that is going on she's letting her people get slaughtered en masse by the not fully activated giant space ship that brought the people who original settlers to the colonization satellite, and was meant to take them back to their home world at the right time, and killing a man who had information she needed by slowly draining his blood, and replacing it with some kind of truth serum.

idk about 'most evil', but I think my most hated was The Governor. (But that was partly frustration that he was STILL AROUND long after someone should have killed him....)
