uhh, I've always heard "21 or sexually active". I haven't had one every year but I did get one when I turned 21 and have had one since.

It's an issue that a lot of doctors are split about. My primary physician has always told that if you're not sexually active, then there's no harm in putting it off until you're around 24 and after that just having one every two or three years is fine unless you actually think something is wrong. I've heard similarly from some other doctors as well

well, I'm not having one every year as it is. but I'm not surprised they're split on it.
