Why? It's not like it's fun to be in an accident. Cars have better insurance and the driver is the least hurt in general. Besides pedestrians are also protected under this.

In England and America, people are just that contrary enough that they wouldn't mind getting hurt or even killed as long as the other guy got the blame. To simply be able to have the moral highground is enough for them. Its the whole "fuck you, I'll do what I want and screw you" ethos of both countries.
