I live in Minnesota. I'm not a big cyclist but I think our state is known for having a lot of good cycling routes and a lot of people do bike (many year-round, even despite the weather). I do bike one trail that is a paved-over train route. It's 49 miles long and pretty flat and rather private and quiet. I've been biking it since I was a kid and I've noticed in recent years that almost everyone biking the trail has helmets now. I almost feel weird not having a helmet, though I'm not sure there's a law about it (possibly a law for kids, not sure).

I do see more cyclists in the city with helmets but they generally look like really serious bikers (the kind you find in all the races around the state). I think the bikers in the Cities are more likely to wear helmets than in the suburbs but that's anecdotal. Also anecdotal but I think biking is more recreational in the state. There are people who bike to work and there are share-bike programs but I think the bike culture here is more about races and recreational scenic routes, etc. I could be wrong about that though. I don't live in the Cities themselves.

Speaking as a Minneapolitan, the split of recreational cyclists/commuter cyclists is pretty evenly split. There are people who bike 20+ miles into Minneapolis for work even though they live in 2nd or even third ring suburbs. There are even places in the skyway that have opened up for bike repair and cyclists to shower before work.

As far as helmets go, it's not required for adults but strongly recommended. Even so, there are actually active campaigns in the city to promote helmet free riding, and considering that the safety value of helmets is debatable, this group might actually be able to make some headway with their message. I admit I really don't have a stake in it. I personally think there needs to be more time/energy devoted to teaching cyclists in the Twin Cities how to FUCKING OBEY TRAFFIC SIGNALS! Sorry. Most people in the area get really pissed off about that, and I admit I almost want to see a cyclist completely ignore a red light and pay for it.

(And yes, Minnesotans swear. Okay, I'm an import from the nation's wang, but still. Winter is becoming my favorite season even with sliding on a patch of ice and spraining my finger this past December.)
