And even so, an underage person still can't legally consent to an adult over eighteen. Statutory rape laws anyone?

Um, yes they can? That's what age of consent means. If the age of consent is 16, then a 16 year old can legally have sex with a 25 year old. Or a 50 year old. It's still a bit creepy (especially the 50 year old) but it's not illegal.

There are sometimes other laws which say that, for example, a 15 year old can have sex with an adult if they're only X number of years older (so say 4 years old, a 19 year old is okay a 20 year old is not), which are separate from the age of consent. That might be what you're thinking of.
