Hmm. I find your take interesting, because to me, it does come across as a bad thing. While there are a lot of stories where he is portrayed as being right, there are enough where he is portrayed as being either wrong/misguided or at least impotent ("Tooth and Claw," "The Runaway Bride," "Voyage of the Damned," "Midnight," and "Waters of Mars" come to mind) for his overall arc to read as "someone needs to check this dude." Maybe it's one of those things that's rather open to interpretation.

I can sort of see what you mean when it comes to him being too human, though. There is a bit more touch of humanity to him than many of the other doctors.
