30D here who was a 30B for a while during puberty and no, 30B really isn't boobs. It's not totally flat but it sure as hell isn't much.

Breast sizes work differently on different body types, though. 30B may look or feel like much less on a larger person with a broader chest but may appear bigger on a smaller/narrower body type.

The 30 band size puts a limit on how broad one's chest size is, though, since the band size is a reflection of under-bust chest circumference. Still, how large or small breasts look does depend on the woman's overall body proportions - height, shoulder breadth, hip size, etc. A petite, slender woman can look busty with breasts that would look very small on a taller woman with wide hips and muscular arms.
