I don't think the current Illuminati/New Avengers are all terrible people for what they are doing (well except for Namor, but he's always a dick so I don't mind quiet as much); yeah all of them have done questionable things recently and since Civil War, but I believe they are still heroes and do the right thing, for the most part.

Franklin Richards showed Steve in a sort of Exo-Skeleton fighting Iron Man while saying that Steve would be the Illuminati's biggest roadblock in the end, so it is possible that he could still be OldOriginal!Cap, but his face isn't too clear, IIRC
