I assumed that she thought that any dude she married would eventually want kids so she wasn't going to risk it

That, plus because her mother is a herbalist, she's probably well aware that the available birth control is unreliable.

But I think Katniss is the sort of person who would assume that if it can go wrong, it will go wrong, or at least that you have to plan for it to go wrong. Her fear of children isn't based on a rational calculation on how likely she is to get pregnant - it's so overwhelming that it prevents her from thinking about the positive aspects of sex at all.

For post rebellion situations, though, I feel that the 'how did they have sex without her getting pregnant' just isn't that interesting. The Capitol's level of medical technology is so advanced and they're such a hedonistic society, that I'd find it totally implausible that they didn't have ultra-reliable contraceptives. (That said, someone - I think Fernwithy - wrote quite a sweet fic along the lines of 'three times Katniss had the long term contraceptive shot, and one time she didn't', which was basically about how Katniss came to be in a place where she was happy to have a baby).

This, plus the fact that I don't think it was necessary for her to talk about birth control in the District being unreliable because it's something you could easily infer due to how shitty life in District 12 is. Their medicine and what-not is already vastly inferior to the Capitol's and I feel like the Capitol would out of their way to make sure Districts don't have anything in the way of birth control because that would allow them to more easily avoid having children that would participate in the Hunger Games.
