I'm guessing he's supposed to just be tan?

Blue eyes usually indicate a white character.

Although there are exceptions, such as Sayuri from Memoirs of a Geisha but that was written by a Westerner so I'm not sure how much it counts.

There are some people in typically homogeneous groups like Asians or Africans who have blue eyes.

He could also be mixed-race. My friend is 1/4 Cherokee and she has blond hair and blue eyes.
